In 2006, Emory University psychology professor Drew Westen PhD and colleagues, published a study in the Journal of Cognitive Neuroscience (Vol. 18, No. 11, pages 1,947-1,958) describing what happens in the human brain when confronted with information that contradicts existing beliefs.
Using functional neuroimaging (fMRI) researchers found brain areas responsible for reasoning did not light up as participants drew conclusions about the information. Instead, brain areas controlling emotions lit up. Once the person finds a way to dismiss threatening information, the brain’s reward circuits fire — as if finding a reason to disbelieve something uncomfortable was itself pleasurable. This is not a character flaw, it is a feature of the human brain.
The results are not only psychological, they are also political and economic; a function of deliberate, sustained, extraordinarily well-funded manipulation of human consciousness by institutions whose profitability depends on human beings remaining unaware, confused, unhealthy, compliant and consuming.
Study results suggest, Westen says, that the notion of "partisan reasoning" is an oxymoron, and that most of the time, partisans feel their way to beliefs rather than use their thinking caps. Drawing on this and other research, Westen wrote "The Political Brain: The Role of Emotion in Deciding the Fate of the Nation" (Public Affairs, 2007) in which he argues that in politics, "when reason and emotion collide, emotion invariably wins" and it isn't only partisans who think with their guts in politics.
"...regulatory capture, the process by which governments gradually stop acting primarily in the public interest and begin advancing the interests of the very industries they are supposed to regulate." If that is the definition then it would appear that the process was completed years, if not decades ago... maybe even over a century ago.
